Vienna Firm Awarded Department of State Engineering, Facility, and Construction Management Support Services Contract

Vienna, VA – February 10, 2014 – Espire Services, LLC (ESL), a Service-Disabled, Veteran-Owned Small Business (SDVOSB), today announced that it has been selected as a prime contractor for the Department of State’s Bureau of Overseas Building Operations (OBO).  This IDIQ contract vehicle has a ceiling value of $33 million over a five-year period of performance, assuming all option years are exercised.

“OBO has the broad and vital mission of providing safe, secure, and functional facilities for the conduct of U.S. diplomacy and the global promotion of U.S. interests.  OBO is charged with constructing, purchasing, and maintaining U.S. diplomatic mission facilities and other real estate holdings worldwide” said Nathan Hibler, Founder and President of Espire Services.  “This is the first prime contract awarded to Espire Services after five years of business and represents a major milestone for ESL’s corporate growth and demonstrates our commitment to supporting the Department of State’s global mission.”   

Issued by the Department of State, this contract provides the Department of State with supplemental engineering, construction management, facilities management, and related support services.  ESL will be delivering the following services around the world:

·         Embassy Design and Engineering Support;

·         Project Coordination;

·         Construction Management;

·         On-Site Construction Representatives;

·         On-Site Facility Managers;

·         Facility Support Services;

·         Engineered Building Systems Technicians; and

·         Technical and Administrative Support.

Espire Services was founded in 2008 by Nathan Hibler, who along with his wife Gail have resided in Viennasince 2002.  ESL is a VA Certified SDVOSB and is also enrolled in the Small Business Administration’s 8(a) Business Development Program.  Headquartered in Vienna, ESL has provided business and proposal development support for such varied customers as The Department of Veteran Affairs, Lockheed Martin, ARES, USIS, Intercom Federal Systems, SAIC and CSC. 

Founder Nathan Hibler is a former Army aviator having most recently served during the post-9/11 era as a CH-47 Chinook helicopter pilot.  Subsequent to his military service, Hibler joined the Foreign Service as a Diplomatic Security Service Special Agent and was eventually commissioned as a Foreign Service Officer; last serving as a Consular Officer in the Dominican Republic.  He retired from the Foreign Service in 2005; his wife, Gail, is a native of Manchester, England and is the Administrative Assistant to the Principal at James Madison High School.
