Man Charged in Hit-and-Run

No injuries in accident in Southwest Vienna

Vienna Police charged a Vienna man with driving while intoxicated, refusal of a breath test and hit-and-run after he allegedy struck a parked vehicle on Patrick Street and fled.

Owen Edward Hsia, 35, of Vienna, was arrested and charged with the three offenses near the scene.

Police responded around 9:27 p.m. Aug. 30  for a report of a hit-and-run on Patrick Street near Cottage Street SW. Upon arrival, police talked to a witness, who said the driver had gone in the direction of the 100 block of Casmar Street SW.

Police found the striking vehicle and the driver, Hsia, who officers suspected was impaired.

Hsia failed to complete several sobriety tests, police said, and was arrested. He was taken to the Vienna Police Station for breath analysis, but when he arrived,  he refused to complete the test.

Police then took Hsia to the Fairfax County Adult Detention Center, where he was charged. He was held on a $2,000 bond.
