No Charges in Tysons Corner Traffic Death

The Fairfax County Commonwealth's Attorney won't file charges in a December Tyson's Corner traffic accident in which a business owner was struck and killed by a petroleum pumper truck.

"My office reviewed the evidence in that case and determined that no charges were warranted," Commonwealth's Attorney Ray Morrogh said yesterday.

The accident occurred shortly after 1 pm. Dec. 5 on Route 7 and Spring Hill Road in front of a car dealership. Kil Sun Flom, 59, who owned a nearby beauty salon, was attempting to merge from the right lane of Leesburg Pike (Route 7) into the center lane when the two vehicles collided, police said.

She pulled slightly forward, exited her vehicle and stepped in front of the truck, but below the driver’s line of sight.  The driver, moving forward with the flow of traffic, could not see Flom and she was hit by the truck, Crash Reconstruction detectives determined.

The petroleum pumper truck, was driven by a 39-year-old man from College Park, Md. according to police. They have never released the driver's name.

Flom was killed less than a half a mile from the Orchid Spa, which is located in a small shopping area on Tyco Road.

She left the salon on an errand just before 1 pm. and turned left onto Route 7. She had probably made a similar trip “hundreds of times” without incident, her former husband, Ronald C. Flom, told The Washington Post.

Flom had been a resident of Prince William and Fairfax counties for the past 23 years, according to her obituary.

Flom was born June 15, 1952, in Mokpo, Republic of South Korea. She attended schools in Mokpo and moved to Seoul, Korea in the early 1970s. She immigrated to the United States in July of 1977 and became a U.S. citizen in 1981. Flom, the mother of two daughters, lived in Springfield, the obituary said.

Her daughters took over the operation of their mother's salon after her death.
