Police Log: Teen Found Sleeping In Road After Party

The following arrest information was supplied by the Vienna Police Department. It does not indicate a conviction.

Vienna Police dispersed a group of teens drinking at a party after officers found one of the juveniles sleeping in the roadway.

Police received a report of someone sleeping in the roadway at 6:19 a.m. June 9 on Woodland Court NW. Police located the person and detected the odor of an alcoholic beverage.

The boy informed police he had been attending a party in the area where several other juveniles were also drinking. Police went to the residence and found several juveniles who had been drinking alcohol.

The juveniles were counseled and released to their parents.

  • A resident reported at noon June 11 that for at least the past year, her daughter had been spending money that was to be used to pay the household bills.
  • A resident reported between noon May 10 and noon June 11, an unknown person had opened two credit card accounts in his name without his permission. The credit cards were cancelled. Police are still investigating this case.
  • A woman reported to police at 2 p.m. May 26 that she dropped her iPhone while on an amusement ride at Viva!Vienna!, at Church Street and Dominion Road NE. She went back to the area where she dropped the phone and it was gone. She later received an email from a man stating he had retrieved the phone from a toilet at a Washington, D.C. airport. This case is being investigated.
  • A man reported May 29 his credit card information was taken and used without his permission. Police are still investigating this case.
  • Police received a report at 7:38 p.m. June 7 that a man who was wanted on a warrant was on Orrin Street. Police located and arrested Lawrence Patton Powell, 43, of Vienna on a bench warrant stemming from a previous violation of release on a distribution of heroin charge. Powell was transported to the Fairfax County Adult Detention Center and held without bond.
  • A man reported at 9:50 a.m. June 8 he was assaulted by a co-worker with a tomato and an onion in the 300 Block of Maple Ave W. The assault occurred when he refused to begin work when told to do so. He was advised of the process to obtain a warrant.
  • The owner of Wu's Garden, 418 Maple Avenue E, reported at 11:45 a.m. June 8 he had been receiving harassing telephone calls. There were no words spoken by the caller, only sounds of chewing and eating.
  • A citizen at 12:07 p.m. June 8 reported they had received several letters threatening legal action by a former customer. They were advised it was a civil matter and not a matter for police involvement.
  • A student reported at 4:20 p.m. June 8 his bicycle was stolen from the playground at Vienna Elementary School, 128 Center Street S. Witnesses attempted to follow the thief but lost sight of him as he headed towards the Giant Food Store.
  • A resident reported at 6:55 p.m. June 8 someone had stolen laundry belonging to him that was in a public clothes dryer on Locust Street.
  • A cab driver reported at 4:49 a.m. June 9 he had brought a person from Washington, D.C. to Vienna, but when he was dropped off near Desale Street and James Drive SW, he refused to pay his fare. The cab driver was then assaulted. Police located and arrested Fahid Hameed, 28, of Vienna for assault and battery, defrauding a cab driver and drunk in public. Hameed was transported to the Fairfax County Adult Detention Center and held on a $5,000 secured bond.
  • The owner of Marco Polo Restaurant, 245 Maple Avenue W, reported someone had taken a check that was left on a counter at 9:15 a.m. June 9. He told the officer he would place a stop payment on the check.
  • A resident reported seeing a suspicious person walking at 8:45 p.m. June 9 near Elm Street SW, appearing confused. Officers located the subject and requested Fairfax County EMS to evaluate him. He was determined not to be in need of medical treatment and was provided a ride to the Vienna Metro Station.
  • A citizen reported while driving at 9:25 p.m. June 9 near Maple Avenue and Courthouse Road SW, another driver made aggressive gestures towards him. The citizen continued driving until the other driver was no longer following him.
  • During a traffic stop at 1:30 a.m. June 10 at Maple Avenue and Nutley Street NW, police detected signs that the driver was impaired. The driver, Corey J. O’Connell, 20, of Vienna, successfully completed several field sobriety tests, but was charged with underage possession of alcohol and disregarding a highway sign. He was released after signing the summonses and agreed to take a taxi to his destination.
  • A resident reported she found her deceased husband in his bedroom. He is thought to have died between 2:30 a.m. and 1:47 p.m. June 20. There were no signs of foul play. A detective will follow-up on the case.
  • During a traffic stop at 3:06 a.m. June 10 at Lawyers Road and West Street NW, officers detected signs of possible impairment. After refusing to perform field sobriety tests, Noel Brandon Otis, 25, of Vienna was arrested for driving while intoxicated. He was taken to Vienna Police Headquarters, where he refused to have his breath analyzed. He was taken to the Fairfax County Adult Detention Center, where he was charged with driving while intoxicated – third or subsequent offense – and refusing a breath or blood test. He was held on a $10,000.00 bond.
  • A citizen reported seeing a man slumped over inside his vehicle at 10:13 a.m. June 10 in the 400 Block of Maple Avenue. Police located the subject and found him to be slumped over the center console and onto the passenger seat. Officers detected signs of possible alcohol impairment and found him to be in possession of suspected marijuana. Police arrested Austin Michael Donohue, of Vienna, and charged him for possession of alcohol and possession of marijuana. After signing the summonses he was released.
  • A citizen reported finding a Verizon cell phone between noon and 2 p.m. June 10 while at Glyndon Park. The cell phone will be held at the police department until the owner can be located.
  • A resident reported at 1:25 p.m. June 10 he was having an argument with his sister on Patrick Street. The sister had come to the apartment to pick up a ring that belonged to his mother. The mother had told the daughter she could have the ring. Police spoke with the parties and the matter was resolved between them.
  • A woman reported at 2:39 p.m. June 10 her son had damaged her car and other items in the home on Elm Street. The mother and her son resolved the matter.
  • A resident reported losing her beige leather purse and its contents at 2:44 p.m. June 10 on Melody Lane SE.
  • A resident reported when he woke up around 7:30 a.m. June 11 he noticed the glass to the rear sliding glass door of his home on East Creek Court NE had been broken. Neither he nor his wife heard any noises during the night.
  • A resident reported at noon June 11 her estranged husband has been making threats to do bodily injury. This case is being investigated.
  • A resident reported that between 6 p.m. June 11 and 8:30 a.m. June 12, someone had punched out the door locks to his work van while it was parked outside his home on Walker Street SW. Nothing had been taken from the van.
  • While on patrol at 7:50 p.m. June 11 on Fairway Drive NE, Police saw a man who appeared to be soliciting in the area. Police spoke with the subject who was soliciting for a pest control company. No citizen complainants had been reported and the subject agreed to leave the area and obtain the proper permits.
  • A resident reported her rear sliding glass door had been damaged by unknown means sometime between 8 p.m. June 11 and 7 a.m. June 12. Her home is located on Olympian Circle SW. This case is being investigated.
  • Police were called at 8:18 p.m. June 11 to assist Fairfax County EMS with a suspicious person at Giant Food Store, 359 Maple Avenue E. After interaction with the subject he was determined to be suffering a medical emergency. EMS transported the subject to an area hospital for treatment.
  • A citizen reported finding a jacket and cell phone on a bench in front of the Giant Food Store at 8:55 p.m. June 11. The items are being held at the Vienna Police Department for the owner to claim.
  • During a traffic stop at 1:14 a.m. June 12 in the 400 block of Maple Avenue E, police detected signs of possible driver impairment. After attempting several field sobriety tests Jung Han Kim, 34, of Potomac, Md., was arrested for driving while intoxicated. He was taken to the Vienna Police Headquarters for breath analysis, and then to the Fairfax County Adult Detention Center.
  • A citizen reported two family members were actively fighting between 9:16 p.m. June 12 and 1 a.m. June 13 on Patrick Street SW. Police spoke with both individuals involved in the fight and determined one to be the primary aggressor. The primary aggressor was arrested for domestic assault and taken to the Fairfax County Adult Detention Center, where he was held on a $2,500.00 secured bond.
  • An employee reported that they had found a wallet at 6 a.m. June 13 at Dunkin Donuts, 314 Maple Avenue SW. The owner of the wallet was contacted by police and will pick up the wallet the next time she is in town.
  • A woman reported some unknown person(s) had broken out the front passenger window of her vehicle between midnight and noon June 14 as it was parked in front of her residence on Glyndon Street. No property was taken from the vehicle. Officers searched the area and no other victims were located.
  • During a foot patrol in the Vienna Town Green at 1:34 a.m. June 14, police located a subject in the men’s bathroom. The subject, Charles James Morrissey, 49, with no fixed address, was arrested for trespassing. Morrissey had been warned on several previous occasions against sleeping in the men’s bathroom. After signing a summons Morrissey was released.
  • At 7:12 p.m. June 14, police drove to the residence of Tuan Le Dinh Phan, 30, of Vienna, where they informed him there was a Fairfax County warrant for his arrest, for threatening illegal or immoral acts over the telephone. Phan turned himself in to Vienna Police Officers. Police transported Phan to the Fairfax County Adult Detention Center, where he was held on a $1,000 bond.
