Police Log: Crackdown On Noise Violations, 18-year-old Charged Twice In One Week

Larceny from vehicles continues

After multiple complaints from residents about violations of the section of the town's noise ordinance that deals with the unloading of vehicles, Vienna Police notified trash and delivery companies, as well as the businesses they serve, about the importance of observing the town's enforced quiet hours.

After allowing some time for affected companies to become familiar with the rules, Police began an "enforcement wave" of the ordinance, which resulted in the following summons in the past two weeks:

  • While monitoring the area for noise violations, a Vienna Police Officer watched a produce vendor unload his truck at 5:40 a.m. April 4 in the 500 block of Maple Avenue East. After unsuccessfully attempting to discuss the noise ordinance with the driver,  the officer issued Timothy Allen Ward, 38, of Hyattsville, Maryland a summons for violating the town's noise ordinance.
  • Around the same time, the officer noticed truck servicing the dumpster behind a business in the 500 block of Maple Avenue East. After a short
    investigation the officer issued Aaron Lewis Knight, 29, of Woodbridge a summons for the violation.

Between March 14 and March 24, Police issued five other summons for violators.

On March 26, Vienna Police arrested Michael Griffith, 18, of Tapawingo Drive for underage posession of alcohol after a 7-11 employee reported he stole two cans of malt beverage from the store. He was issued a summons for underage possession of alcohol. The store clerk declined to prosecute the Griffith for the actual larceny of the drinks. A week later, at 11:23 p.m. April 1,  Police responded to a report of a crash on Creek Crossing Road. They found a vehicle impacting a tree, and the driver, Griffith, trapped inside the vehicle. Fairfax County EMS rescued the driver and took him to the hospital with serious injuries. Griffith was arrested for suspicion of driving while intoxicated while at the hospital.  A summons was issued charging Griffith with the offense. He is expected to recover.

Other highlights from March 25 to April 7

  • Vienna Police stopped a vehicle around 2:45 a.m. March 27 on Maple Avenue East. They discovered the driver of the vehicle only had a learner’s permit and his parents were unaware that he had taken their vehicle and left home. Further investigation revealed that two of the boys were having a
    sleep over and had snuck out to go to IHop with another friend.Police issued the a 16-year-old male driver summons for the following offenses: Reckless driving, no valid operator’s license, driving in violation of curfew, and the juvenile passenger restriction violation. Responsible parties for all three boys responded to the scene to take custody of the children.
  • On March 28, Police stopped a vehicle in the 500 block of Maple Avenue West. They detected the odor of marijuana. After searching the vehicle, police did not locate anything illegal. It is believed that the driver’s friends may have been smoking marijuana in the vehicle earlier in the evening.
  • A resident called Vienna Police on March 29 around 4:35 p.m., saying they believed unlicensed solicitors were working between Ware Street and Marshall Road SW. After a brief investigation, VPD charged Teresa Marie Long, 45*, of Sterling;  Raymond Charles Bales, 62, of Reston; and
    Ahmad Jawaid Naimee, 29, Alexandria, with soliciting without a license. They signed a summons and were released.
  • On March 25, a security officer at the Cedar Lane School found a disassembled BB gun inside a student’s backpack. The gun was
    "meticulously disassembled and each part was placed inside its own clear plastic bag." After consulting with a magistrate, the responding officer was  told the BB gun in its disassembled condition does not qualify as a banned weapon on school property. No criminal charges were able to be filed.  The student will face administrative charges for the violation.
  • A citizen working in the 300 block of Maple Avenue West reported on March 25 that someone had stolen his wallet from the inside of his suit jacket, while it was hanging on his office door. After contacting his credit card company, the citizen learned his credit cards had been used. Police are investigating.
  • Vienna Police began to investigate a case of identity fraud on April 1 after a Locust Street resident reported that the Internal Revenue Service contacted him about delinquent backtaxes. He does not owe any back taxes, he told police, and believes someone is using his social security number.
  • A citizen reported on April 1 that someone entered her Battle Street home through a rear window between 10:30 a.m. and 2:30 p.m. She believes they stole jewelery and coins. Police collected forensic evidence at the house and are continuing to investigate.
  • On April 1, a resident turned in unwanted ammunition at Police Headquarters. Police said the ammunition will be destroyed.
  • A Westbriar Drive resident reported that between 1:30 p.m. April 1 and 9:15 a.m. April 2, someone went into her car and rummaged through it. The vehicle was unlocked. It did not appear that any items were missing.
  • Two residents of Saint Andrews Drive reported that between 10 p.m. April 1 and 10:44 a.m. April 2, their locked vehicles were entered and a GPS unit and digital camera were stolen. 
  • While parked in the Giant Supermarket parking lot on April 2, a citizen reported vandalism to his wiper blade and wiper arm.
  • While responding to a call April 3, Fairfax County EMS requested a Vienna Police Officer for a patient that had taken a large amount of pills in an
    apparent attempt to harm herself. The woman was transported to an area hospital and is expected to recover.
  • Around 10 a.m. on April 4, a resident reported a suspicious male with a partial face covering walking near United Bank, who also appeared to have something under his coat. The person was gone upon police arrival.
  • Roommates on Ross Drive SW called police on April 5 to report a verbal argument over the use of a stove in the kitchen. A Vienna Police Officer responded to help the women resolve the situation.
  • On April 5, a 15-year-old boy reported that he was bitten by a boxer-type dog while riding his bicycle on the W+OD Trail at Dominion Road SE. Animal Control Officers are following up on the case.
  • An employee at the Vienna Rexall reported to police on April 7 that a juvenile male was trying to conceal a pack of gum from a candy shelf. Upon arrival, police spoke with the employee and the boy's mother, and decided no criminal charges would be filed. 

Arrests

  • Employees at the Vienna Rexall reported on March 25 that someone was trying to fill a fraudulent prescription. David Danforth Midkiff, 19, of Fairfax was arrested for prescription fraud and transported to the Fairfax County Adult Detention Center.
  • On April 3 during a traffic stop, a Vienna Police learned the driver was wanted by Fairfax County Police on an outstanding warrant for simple assault.  Scotty D. Kline, 29, of Round Hill, Virginia, was arrested
    and transported to the Fairfax County Adult Detention Center.
  • After an April 5 interview with a detective at Vienna Police Headquarters, Tracie Lee Thomas, 36, of Woodbridge was arrested based on three outstanding traffic warrants in Fairfax County. She was transported to the Fairfax County Adult Detention Center.
  • A Vienna Police Officer responded to Giant Supermarket on April 5 in response to a call for assistance from a Fairfax County Fire Marshal that arrested a  man for manufacturing an explosive device. The explosive device was crafted with dry ice inside plastic bottles. Brian Anthony Abinader, 24, of Cottage Street was transported to the Fairfax County Adult Detention Center for the Fire Marshal.
  • After an April 6 traffic stop on Tapawingo Road SW, Hayssam Tannous, 23, of Olympian Circle, was arrested for speeding and driving on a suspended operators license. He was transported to the Fairfax County Adult Detention Center and held on a $1,000 bond.
  • At a traffic stop at 2:28 a.m. April 7, Vienna Police arrested Jeffrey Stephens, 24, of Dogwood Street for violating probation  and driving on a suspended operators license. He was transported to the Fairfax County Adult Detention Center and held without bond.
