It is not "months" behind schedule; it is years behind schedule. When I moved out toRead More Reston in 2007, the first phase was supposed to open in 2010. Then they revised the schedule and the budget and said it was supposed to open in the fall of 2013. Since then, there have been repeated pushbacks of the opening date. Now they're saying that a "critical" communications link doesn't work and will take a year to replace, but the line can open without it. That makes no sense. Merriam-Webster defines "critical" in this context as meaning "indispensable, vital". So if this system is really critical, I would now not expect the line to open for another year at least. In fact, at this point, I would be surprised if it ever actually opens at all.

Every day that goes by with those stations built and all the access built and the trains available is a colossal waste of time and money.

Mr. Nowakowski still drew his salary and will go on to another well-paying job. Everyone is a winner...except the citizens of Northern Virginia.

A young teenager doesn't have all the decision-making software developed yet, and so can't always make rational decisions. They are impulsive. They can't always work it out in their heads that what they're doing can lead to trouble. This is what predators exploit.
